He gets a 4-year contract worth $2,590,100 which includes his signing bonus of $800,100.
Graham led the Badgers in touchdown receptions with seven in 2009.
Aaron Glenn was part of the Houston Texans when they launched as an expansion franchise eight years ago.
Now, he'll conclude his NFL career as a member of the Texans two years after playing in his last NFL game.
The three-time Pro Bowl cornerback is set to sign a one-day contract with the Texans on Wednesday, the team announced.
Glenn is a former New York Jets draft pick who has also played for the New York Jets, Dallas Cowboys, new Jacksonville Jaguars jerseys and the New Orleans Saints jerseys.
Free-agent guard Chester Pitts, a longtime starter for the new Houston Texans jerseys, will continue to visit teams this week, a source with knowledge of the situation told NFL Network insider Jason La Canfora on Tuesday.
Pitts' itinerary this week includes stops in Pittsburgh, Seattle and Denver, the source said.
The Buffalo Bills hosted Pitts at their facility Monday, according to the team's official Web site.
The Bills are looking for offensive line depth, the Web site noted. Andy Levitre and Eric Wood -- both rookies last season -- are the starting guards, but only Kirk Chambers has notable NFL experience behind them.
